Quick answer
Build around an objective and a tolerable drawback. Official material describes Runes as powerful modifiers with tradeoffs, found through secrets and bosses. That supports build experimentation, but not an authoritative launch-week tier list.
Three safe build goals
Learning setup
Favor effects that make repeated practice more forgiving. Avoid combining several penalties that reduce the same defensive margin. The goal is more useful attempts, not a theoretical damage ceiling.
Skill-focused setup
Pair bonuses with the skill you actually use and with a resource plan that still permits defense. A bonus that requires constant skill spending can be a poor fit if it leaves you unable to respond safely.
Aggressive combo setup
Choose offensive tradeoffs only after your short launcher-and-air route is consistent. Test one change at a time against a familiar encounter so you can tell whether the Rune improved the build or simply changed the risk.
How to evaluate a Rune
Record four things: trigger condition, benefit, drawback, and the situation where the drawback matters. Then compare the complete loadout rather than evaluating each item alone. Patch notes have already adjusted combat and progression behavior, so community rankings may age quickly.
